That’s probably what they meant to communicate but until I read your comment the only way I could interpret it is they’re taking away the limit and doing nothing else. All it says is they’re removing a safety limit, leaving the audience to figure out that it’s because the limit is obviated by better construction, not that they’re going to remove the limits and pretend everything is fine. Just say “when bridges don’t buckle under trucks” or something like that.
Come to think of it the other two resolutions are messy, too. Moving stuff “faster” through ports just makes it sound like they’re going to recklessly yeet things into shipping crates. The least they could do is talk about “efficiency” or something that implies care will still be taken. Lastly even the phrasing of “less traffic” is regrettable, given that a common usage of the term is just “people moving along a route”, turning the meaning of the phrase into “we’re going to take vehicles off the road”. Just say you’re going to reduce highway congestion.
Overall just a vague and poorly worded statement.
