The frozen FX reserves are the savings of 38 million Afghans over 20 years. You can’t give them back their own money as a favor in the form of humanitarian aid. The US can give their pledged humanitarian aid to Afghanistan - $516 million - to the 9/11 victims.

what will likely happen is that all of that money stays in the US. if Afghanistan is ever so lucky, they’ll be allowed to use that 3.5B to save some US business by buying, idk, soy, at a markup
They won’t in any meaningful numbers. Although I did read that Pakistan bought some, the demand for that is very limited (what, China or Russia, or their allies buying US weapons like that? there won’t be the end of it in the Western media). And they need it. And a lot of it is trashed. And Taliban is trying hard to look respectable so that countries remove them from their terrorist lists and do real diplomacy. And it’s not the way to feed the people anyway, not in any long term sustainable way.
