They have an official neonazi division in their military, complete with Nazi symbols on their official state-approved badge. They are one of only two UN member nations that voted against a resolution to condemn nazis and the glorification of nazism.
The average citizen may not be a Nazi but nazis in the Ukraine hold a disproportionate amount of power in the military and the government and they use that power to do and promote Nazi shit.
