That’s an outrageous abuse of power by Venezuela. To be a truly free country they’d need to move the mercenaries into illegal torture centres, refuse to charge them, and never let them out.
The idea is that for every resource available to us, there’s some floor of consumption that allows us to meet minimum requirements for everyone to stay alive, and some ceiling of consumption where if we exceed it then one day we’ll run out. The ‘green zone’ for each resource is circular on the diagrams people use to show the idea, so that’s why they call it a ‘donut economy’.
Why does it fail? Like all ideas that boil down to ‘capitalism but we stop the bad stuff’, it assumes that adding legal/moral barriers based on the common good will prevent (some) exploitation. Capitalism will find a way around legal barriers, the way it literally always has.
