Similar to the deletion of records from the NED website, I have a feeling this is more about preventing us regular people from finding out about it than other governments.
They want to cover up their foreign policy tracks so we can’t point to the overwhelming evidence of evil shit they get up to and show people how there is no democracy when it comes to foreign policy, only Empire.
Not to mention the fact that the Pentagon lies about where the money is going anyway.

Pretend I´m selling cell phones in the US for $100 each. Stacy from down the street buys one of my cell phones. Cool, I now have $100. Now Chen Weihua from China wants to buy one of my cell phones. He has to convert 10,000 (or whatever) yuan to $100 USD to buy one of my phones. Now suppose the value of the US dollar goes way up. For Stacy to buy one of my phones, $100 is just $100. But for Chen Weihua in China, my phone now costs 12,500 yuan instead of 10,000. He might think twice about buying a phone from me for that price.

Suppose the value of the US dollar goes down. Still $100 for Stacy down the street, but it´s only 7,500 yuan for Chen Weihua. Now more people in China can afford my phones, and my phones start selling like crazy over there. Great news for me.

Suppose I want to start my own cell phone factory in China. Now I have to convert USD to yuan to pay for labor. With $1000, I can pay 100 workers for a day. Dollar gets stronger, I can buy more yuan and pay 125 workers for a day with the same amount of money. Dollar gets weaker, I can only pay 75 workers for $1000.
