It’s pretty easy to learn anything you need as you go, and it’s generally really smooth nowadays if you’re just getting a standard laptop without any little-seen exotic hardware. I think someone could speak to what to look out for better than myself though.
I recommend getting a laptop camera cover, they’re really reassuring. You can just slide it on and off as you need your webcam. As for the microphone, the best way to prevent snooping is to literally remove the microphone in your computer and just use a USB mic that you plug in whenever. That’s really technical though - only people with a high threat model should consider it.
