School choice is popular among a certain segments of inner city black communities, the same communities which are strongly against defunding the police, which Trump is clearly trying to target.

School choice doesn’t need to mean more charter schools, it can mean forcing wealthy white suburbs to take students from nearby poorer communities in their schools. It’s just that charter schools and school choice is such an ugly word to teachers unions (teachers are afraid they forcibly get moved around a more open system) that the democrats are completely unable to make good arguments in favor of it.
