Like kinda but the settlers were still mostly portuguese on a cultural sense even though brazil was the capital, Brazilian cultural identity as it is now becomes a thing due to big Mussolini fan boy Getúlio vargas understanding that it is impossible to create a racial in-group like in germany and italy in brazil and instead embraces african culture like samba and capoeira to create the idea of a mixed race, he also is responsible for create workers right in brazil, he is just a really weird like that (also really bad if you read about him sending jews back to germany and almost joining the axis were the us not to offer him a nice metalworking industry if we went with the allies)
