I don’t know how you plan on changing the Earth’s axial tilt to accomplish that, but you can go ahead and try if you really want.

DST doesn’t control how long the sun is out. Changing it won’t give you any extra sunlight.

Yes but I can’t change when work hours are, businesses are open, or people want to do things. And I’d rather have more sunlight after work.
