I was thinking Portugal too but they were knee deep in imperialism early on. They eventually lost out but still.
yeah they’re less bad now though I think. like, for example, both the UK and Portugal used to be colonial powers, but I think it’s clear the UK is much more evil today than Portugal is

For sure. This may be a bit of an insult to Portugal, but they only stopped being an evil imperialist power because they were beaten out by others who were better at it. It was not a lack of will, but a lack of skill.
But, by the same token, I feel like Ireland is only one of the “good” countries just because they never got the chance to become an imperial power. They just kept getting ground down by Vikings, the Anglos, and anyone else who showed up. I don’t pretend to believe that Ireland wouldn’t have become an imperial power if they were presented with the opportunity to.
