They definitely are, and I get they mean like firmly R rating and not marginal. But, I’ve never heard someone refer to those as “hard-R” movies? Also, I feel there are no marginally R-rated movies, usually some bean counter is gonna make it into a 14A movie if it’s even close.

I’ve definitely heard it used to distinguish movies with a lot of no-no words from movies with people being gruesomely disemboweled or what-have-you.

Check the quotations on Wiktionary for some real-world uses.
