How do you sort out who rightfully deserves the reparations and who should rightfully pay because of past slave ownership?

Reparations should be given not in the form of direct monetary payments, but massive investment in black communities and especially schools and scholarships. All black people in America suffer from systemic racism, so build a system they all benefit from regardless of who their ancestors were. Giving out monetary reparations won’t solve any problems. This system will provide permanent benefits to all current and future black Americans.
