I wish we could distinguish between the people of a country and its government / oligarchs. The working class will suffer for this, not those with any actual power.

I imagine they would have been fleeced of the difference if the infrastructure was built, anyway. Probably by the same investor. This version is just more honest and there will be loads less paperwork.
