I wanna play a videogame like Democracy 3 except your popularity is not correlated with what your policies actually are and only what you say your policies are going to be.

It’s practical IMO if you make it a decaying function of your alleged policies. Like in your second term people are reluctant to more accept your claims than earlier and so forth.
