I honestly do not believe presidents have much influence on the development of US Empire. If they stared to have a negative influence, their skull would not be attached to their neck for too long.

But they did manage to tear those countries apart in the process. The worst Trump (besides continuing what they started) has done is Bolivia, and that’s already being undone.
