I feel like that’s an easily transmissible vector for an STD, and generally just an unsafe cut of meat. I support the idea of eating Elon Musk but I’m not going to intentionally give myself Kuru from eating his brains

Cow/sheep/goat testicles? Yes
Human testicles? I don’t know of any cultures that consider human testicles to be a delicacy but there might be like… 2 cultures somewhere that do
