As a dumb Euro that doesn’t understand gun stuff, surely these ghost guns aren’t sold through entirely legal channels anyway? how the fuck would they regulate the buying and selling of homemade guns?
A “lower” for things like an AR15 is an unfinished hunk of metal that you need a drill press etc to turn into a gun. Because it was just a hunk of metal when you bought it, it doesn’t have anything identifying to tie back to you and you don’t need to buy it through a Federal Firearm License holder. This law would regulate those “lowers” as far as I can tell, however there’s already millions of them out there at this point.
It’s perfectly legal to manufacture a gun for personal use, and atf doesn’t regulate it. It is illegal to sell that gun. And correct, there is no way to trace these at all. Home 3D printers can make the blank 80% lowers or they can be bought for as little as 50 dollars along with a finishing kit and they can be finished with home tools fairly easily. It’s not that much different than making a muzzle loader black powder rifle like in Boy Scouts.

I’m pretty sure this is already illegal under the Lautenberg Amendment .
As I like to do on these threads, reminder that America literally cannot have a searchable database of guns/gun owners; it’s actually illegal. If a gun is sold via a transaction written on a napkin, it has to stay on the napkin in the ATF warehouse, and are brave solders must search through thousands of documents manually to trace a gun to its owner. (Though it really is pretty impressive, it usually only takes a few days.)
If only you knew how bad things really are.
