Apparently the NIMBYs created the two stack code because some nearby condos did not like the view from comments in another thread I read.
Also why America’s largest port does not run 24/7 like 90% of international ports – too much noise at night.

Long Beach is run by nimbys. 80% of the city’s population works in another city. 60% are renters but the city falls behind every year in affordable housing they’re required to build. Shot down an actually good land ordinance to allow mixed use housing.
