Could somebody give me a quick rundown of what these “cop cities” are? I’ve heard the term before (here, on grad), but thought it just meant a particularly large precinct

it seems that “cop cities” are “training grounds” for policemen based on articles i’ve read (i’m not american) what’s wrong with the places that they have ALREADY to train? what did they use all the previous money for?
