Yep. Luckily I have a lot of family members who got into guns in the past few years (all non-WASP so definitely concerned about fash rumblings). We pooled together, got a few cases on 9mm and 5.56 and divvied it up among us for insanely cheap since we had it shipped to one of us and everyone came by to get their portion. The best way is to have some family/friends into shooting and do a bulk buy.
RIP to 38 special though. Hard to be a revolver shooter nowadays. One of my family went to 9mm just because of that. Another family member gave them 1, so at least they didn’t have to buy one.

For ammunition, the main aggregators like ammoseek.com usually give you a pretty complete picture.
Some of the left-leaning discord servers will have a bot channel that pulls all the posts from r/gundeals and occasionally you may see decent deals for particular stock in there.
Knowing the pre-panic prices for reference seems to be a matter of experience though (which I don’t personally have), so you may have to ask around for that info (there will be guys in discord servers that can tell you for sure). I am not aware of an online resource that tracks historical price data
I’m assuming you’re talking about 9x19 in the USA. For target ammo, the last few months $0.40 seems to be what is on sale at gun stores in my area. Lowest I’ve seen is $0.30. Even remanufactured ammo hasn’t dipped much below that. IDK about defense ammo. It’s around. Oh and locally I haven’t seen 38 special or 357 magnum for sale at any price lately except for once at a gun show.
