Seawalls are usually just boulders (or big, interlocking blocks of concrete, depending on how fancy they want to get), that looks like a leveled foundation for something. A boardwalk or bridge, maybe?

This is what a noob Cities:Skylines player would do (I know from experience). What an ugly POS. It should be a crime against humanity to build roads over what should be publicly available spaces.
