The resolution was co-authored by Azerbaijan, Belarus, Venezuela, Vietnam, Cambodia, North Kores, Cuba, Laos, Mali, Nicaragua, Pakistan, Syria, Sudan, the Central African Republic, Equatorial Guinea, and South Africa.
