It seems like it would be a horrible idea for the Conservatives to do this, just on an optics level; it would be bad to interfere with Scottish Home Rule right while the SNP are pushing for an independence referendum. It would serve as an obvious rallying cry for them. “London Tories are trying to interfere with our democratic process”. But then again, the English aristocracy are some of the stupidest people on earth, so really whose to say.
