He made sure the US was the #1 oil producer because republican oil magnates were paying to smear him. So there’s that.
He was basically a wash. Some decent regulations over his 2 terms, but also he expanded pipelines.

Better than Trump and Bush on this particular issue, but thats a very low bar.
He used extreme violence to crush the Standing Rock blockade, allowing the construction of billions of dollars of new fossil fuel infrastructure.
He allowed the Keystone XL pipeline to happen, and fracking allowed oil production to skyrocket. He did publish the clean water rule which gave more consistent protections to streams and wetlands. His clean power plan in response to the Paris climate accords was never going to be implemented because our government does not allow for long-term planning
