Never seen that combo as a candy bar, but I’ve absolutely made chocolate chip fluffernutters before
idk about manufactured but this sounds like something you could assemble at home in a variety of interesting and horrible ways.
looking more broadly, places that do mixed ice cream you can get like chocolate ice cream, reese’s cups, and marshmallow fluff.
