I mean to give him the benefit of the doubt I think he is saying the infrastructure bill will repair bridges that currently have weight restrictions due to their state of disrepair, thus having the weight restrictions removed, not that weight restrictions should be removed from bridges that need them .
Is that a real post from Biden? Half of the problems America has with keeping infrastructure in good repair is that road vehicles have sky-rocketed in weight over the last few decades and that puts dramatically more stress on highways and bridges.

Weight restrictions are placed upon old/small bridges, that law is replacing them.

Edit: I guess people understood the weight restriction thing to mean remove the restriction from old bridges rather than replace old bridges.
