legitimately though. requiring that, if someone applying for a job meets the requirements for that position, then they must be hired for that position, would fix so many fucking issues.

Sure but that removes the point of trying to find the applicant from whom the most value can be extracted for a given wage. Not to mention counterintuitive cases where the job listing isn’t actually there for the purpose of hiring someone (e.g. they already have someone lined up but policy dictates that they make a job posting anyway). And finally, if hiring managers are getting oceans of equally-qualified applicants and choosing a handful for arbitrary reasons, they might realize how bullshit their job is and get sad 😥.
