they are giving him UN security council access so they can start climate wars :)
He played a big role in negotiating the paris climate agreement. This job will mostly be a foreign affairs type role so he’s qualified for it in a way it would be hard to find in another person.
There are other appointments that relate to the domestic climate change response that matter more, re broader GND type stuff.
