Back when HK was a “democracy” (aka a colony of the UK) they had the walled city which was the inspiration for the dystopian city in Blade Runner.
I think as Shenzhen starts to overtake HK as the main center of economic gravity for that region, many ordinary young people will emigrate there for work and more affordable housing.
Until HK gets fully integrated into the rest of China, the plutocrats will remain plutocrats and juice the housing market because it’s too big to fail.
