There’s basically no good reason to ever build a structure larger than ten floors. For residential buildings, make that four - you don’t save nearly as much as you think you will, and it turns out that putting people into massive apartment blocks prevents them from forming community with one another.
People want to live in the city and people want shorter commutes. Imagine how huge a city like Tokyo would be if every residential building was four stories high. It would be impossible to have efficient public transportation.
I don’t know why anyone would want to live in such a ridiculously tall building. Besides the engineering problems, it’s ugly as hell and stairs would be practically useless.
It is kinda funny that they managed to pay millions for their apartments only to end up with these issues, rich people are awfully inefficient with money, but I suspect the article tries to get you to sympathise with them rather than laugh at them
