This means they are more prone to lone wolf/stochastic terrorist tactics, it at most gathering in small groups. This goes back to the fact that they have no intent to build a base among the masses, or theoretical understanding of the need for this, at least from what I can gather. I’m other words, they may be good at the actual violent actions, but not the other necessary parts of insurgency
