The wording is “since March 1st…” rather than “as at March 1st…”, which seems like unfortunate wording as it means there could have been requests prior to March 1st.

Perhaps one of the only good free VPNs is ProtonVPN, in that it’s a reputable company providing the service, and they aren’t subject to US jurisdiction. They have an app.
That said, I’d suggest going paid if you want a VPN that is worthy as a “daily driver”. Like, if I try making Signal calls through free ProtonVPN, the latency is gonna be unworkable.
