Article is paywalled, so I can’t read it.
That aside, relying on satellite imaging to tell us about events on the human scale is dubious at best. From maxar’s website (the company whose logo is watermarked on the twitter image) the best commercial satellites can resolve down to a 30 cm scale, and they provide an example of what that looks like. Problem is, if you zoom in on the 30 cm resolution image, the people in it still appear as no more than splotches, so it would erroneous to draw any sort of conclusions about what is or isn’t a dead body from a satellite image imo.
In other words, the satellite images can tell us that there are objects in the road, but they simply don’t have enough resolution to tell us whether those objects are even people, let alone whether they’re alive or not.
Is it worth giving away technological capabilities for this? Aka is this so groundshaking it’s worth burning an asset?

The causes of death are unclear. Some of the bodies were beside what appears to be an impact crater. Others were near abandoned cars. Three of the bodies lay beside bicycles. Some have their hands bound behind their backs with white cloth. The bodies were scattered over more than half a mile of Yablonska Street.
