Bro what does this even mean? Like I know what they mean by it, but how do these think tanks write this drivel and expect to be taken seriously?

It’s a bit like saying “The goal of Postum is to achieve coffee’s goals of pleasant flavour and mental stimulation while opposing caffeine.” At first glance it doesn’t seem any more disingenuous than other types of hot-beverage advertising copy, but what’s left unsaid is that Postum has never achieved either of those things, no one with inside knowledge expects it to, and its core audience doesn’t seem to care.
