First and foremost because Japanese culture has no proper way of dealing with shame. For centuries it was totally normal for Japanese people to commit suicide for trivial things for which they felt ashamed. They have no way to deal with the national level of shame related to the atrocities, that’s why they prefer not talk about them.

I’m not even sure I can properly mock this. All around shamelessly offensive.
