It’s weird because there’s intense regulation for kids under 13. But most stuff above that is voluntary.

There are almost no mechanisms to prevent people from lying about their age. But the regulations themselves are pretty well enforced. I’ve made websites for young people and they’re a headache if you’re not Microsoft who can afford a whole system for verifying parental consent via credit card microtransactions
