The enforcement will come in restricting search operators from displaying that content. Think of it like how google removes DMCA’d content with a notification message at the bottom of the search results of removed results.
This targets the algorithm makers who are “promoting” this content by displaying it in results.

Not if your approach is to stop the promotion of it, full stop, to everyone. You could achieve an effective ban of “lgbt propaganda” through solely choking the tech companies into algorithm suppression.
How are you going to know google isn’t showing you it anymore if it’s just an algorithm change? To you the web just feels shittier and considerably less gay. Same for reddit, tiktok, facebook, youtube, etc etc etc. All that content might still exist, so it’s technically not illegal or banned, but suddenly it just doesn’t find its way to people anymore.
