How come a chinese banker requires bribes in the hundreds of millions, while the average price for a US Senator is a free rental car.

Because most of the time the people that get to Congress, especially the Senate, are already rich. Campaign contributions are essentially icing on the cake. Play your career nice and easy, you could retire with a board position or two.

It was over years and as a head of a regulatory body of capital.

Lots of sources of revenue and a better guarantee of results. Senators while a cost effective investment require planning and investing in multiples. This guy was likely per transaction corrupt.
