Personally don’t think this is the right path at all and is going to effect rural, poor and anyone without proper public transit (soooo a ton of people) unfairly. I understand the idea behind it but there are so many better ways to deal with the driving problem they’ve created.
In 30 years this will be the number 1 reason the poor are imprisoned in America: failing to pay their road user fees.
So, could I just like reset my odometer and pay less in taxes?

to test the design
to address the need
to provide recommendations
Does that mean none of those things are happening in our lifetimes?
