Having read through this thread, she is apparently both completely cut off from day to day operations and is also the secret shadow President running everything.

All I know is she doesn’t break ties in the Senate because that would be uncivil I guess

No. Furthermore, the Senate has decided that it requires a supermajority to actually pass most legislation with the exception being reconciliation bills, so in most situations where a tie occurs in the senate the VP’s deciding vote is meaningless, if I’m not mistaken.
