Almost never, but a skilled defender can create positions where promoting into a queen would cause a stalemate. Some example games:

Half of the characters are black. This forced diversity is getting out of hand!
Didn’t this actually happen? I think I read somewhere about players being upset by the Queen piece having the role that it did.
What if you could turn the pawn into another king, and they had to mate both kings?
