You are taking the Khmer Rouge in a vacuum instead of respecting the complexity of the situation. Khmer Rouge was the result of a combination of ethnic warfare between Laotians, Vietnamese, the USA bombing and fucking the shit out of the region right before the communist party took over, and Khmer that had been going on before the Europeans colonized and destabilized the region, and a newly formed and unconsolidated Communist party.
