it reminds me of that town hall where the woman told GW Bush she was struggling to work 3 jobs, and he turned it into like “Wow, isn’t that just the best example of the American can-do spirit you’ve ever seen!”

I think Hillary agrees with you here, she’s clearly pointing out that the burden of a lack of a social safety net falls disproportionately on women. She’s a ghoul and would never actually fight for expanding social safety nets, but clearly this is what the tweet was saying.
You’re right. She’s doing the thing where she is implying that she believes in a social safety net, but can’t make it happen because if she actually fought for it it would have killed her political career.
