Obviously the main plot has pretty decent politics, but it just struck me how basically everyone in the Capitol is queer coded in one way or another. Are they attempting to say something with this, and if so what, or am I reading too much into it?

to me, it was a reference to the somewhat effeminate/dainty/(don’t know another word) ancient roman aristocracy. but, yes, i see exactly what you’re getting at.
