The Soviet Union traded (out of necessity) commodities in the global market. This means their workers were involved in commodity production and so (as per Marx) were exploited. Probably less than workers in liberal democracies, but still in Marxist terms, exploited.
This means the role of police in the soviet union was to protect property and manage labor. You can argue that was an uncomfortable necessity, but that’s a different conversation.
