Absolutely. The only no-fly list should be people with active arrest warrants for legitimate crimes, aka the no-do-anything list

Some people need to be banned from flying forever though.
I was a plane with a man who threatened to open the door of the plane at 30k feet and had to be taken down by some college football players. He is on the no fly list I am sure.
