This is a pretty common misconception because 19th century and early 20th century ethnologists specialized in studying colonized peoples, especially hunter gatherers, and they often used the word “primitive” to describe the cultures they were studying. In the 19th century the predominant view in ethnology/anthropology was unilineal evolution, which holds that societies progress in stages from “primitivism” to “barbarism” and then finally to “civilization”.
