They have such a weird standard here. An ebike which maxes out at 20mph/32kph is allowed to use biking infrastructure, while ones that go up to 28mph/45kph are street legal but can’t use biking lanes/sidewalks. Almost all roads here have a speed limit of 30mph+ though. It makes them almost useless along with mopeds in a state where car pollution creates some of the most toxic air in the US.
If I understand correctly, the penalty for riding an over powered ebike in Colorado is only $21:

I DIY’d my super illegal ebike (1500 watts and goes like 30-32 mph), it was a little over $1000. If I already had a mountain bike to sacrifice it would have been about $600.
The pre-assembled ones come at a huge premium and generally won’t go faster than 25 mph without some expensive modifications.
